I am working on a large map (3000miles square), hex grids at 120miles, a couple of large polygons (triangle, circle) as guides for boundary conditions, and I when I go to apply fractal lines to to this, they come in straight. I have proximity snap on also, but I've tried it with and without the snaps turned on. Fractal polygons come in as straight edged also.

Are you setting the fractal factor?
I am using the default settings. I make a few fractal lines, then everything snaps in as a straight line. No setting changes on my part.
You need to change the Fractal Factor. If you use a non-fractal line, it will set the FF to 0. If you then use a fractal line, it too will be 0 because that's the current setting. Both the fractal lines and straight lines are the same thing - one just drops the FF to 0 as a convenience. So you can select a straight line and change the FF and it will Fractalize the line.
Basically:
Start the mapper.
Draw a straight line and select it.
The FF is now 0.
Draw a fractal line. It's shows up straight because FF is 0.
Select the fractal line and increase the Fractal Factor. It fractalizes.
Draw another fractal line. It draws fractalized because you increased the FF.
