I found a couple of ways to import into Fractal World Explorer and then to FM8. The first is to export the FT3 map as a grayscale image. This is fairly easy, but has the downside of not preserving the varying water depths. The second is to save the map as a special MDR file using the 16 bit integer format. The width/height can be set to what you want, within reason, since it rapidly increases the file size. Still playing around with it to see what can be done.
